The US is one of the only countries in the world that taxes its citizens no matter where they live in the world. (The only other country that does this is Eritrea!) There are a few ways to avoid double taxation, but the rules about international US tax can get pretty hairy. On top of that the IRS can require a lot of information about foreign bank accounts and businesses and even accidentally failing to do this can carry a hefty fine. Rules about how non-Americans are taxed on their US income or when they become tax residents in the US can be equally mind-boggling.
